Hi there, today, i thought of making this post as if this is the most commonly asked question by people who are trying to apply for education overseas.
In United states, Topper in the class get 4.0. so, as per that, for example if one gets 75% being the topper, then he gets 4.0 . In that case, 60% would be (60/75)*4 = 3.20 .
Summary:
Class Topper gets 4.0 and rest of the students GPA is based on that level. And vice versa for percentile score.

Transferring from One University to Another !! All CASES Explained in DETAIL !!
REMEMBER ONE THING ! NO CONSULTANCY IS REQUIRED TO DO THIS PROCESS. DONOT Go TO CONSULTANCIES AND WASTE YOUR TIME AND MONEY ! IT IS AN EASY PROCESS AND HARDLY REQUIRES 30 MINUTES TO PROCESS AND A COUPLE OF DAYS FOR SEVIS TRANSFER ( Which is indeed Transfer of University from One University to the OTHER) . MAKE SURE YOU READ FAQ's ABOUT THIS THREAD AT THE END OF THIS POST !! ALL THE VERY BEST !
Case 1:
Transferring to another University after clearing VISA with a particular University :
In order to proceed with this process You will first have to Come to US ( Need not go to University at all !! - confirm again from the university which you are thinking to go )and then It is such an easy process. you need to have scanned copies ( or even photographs - Make sure they are visible and not blurred ) of your SIGNED i-20 ( 1st page ) , Passport ,Admission letter from New University ( online copy) ,Transfer IN form from New university, Port of entry stamp ( which will be made once u come to US at port of entry. that will be there on the beside page of Your VISA STAMP)

, VISA . and I-194 Number ( this can be obtained from this link once u enter all your Sevis details : https://i94.cbp.dhs.gov/I94/request.html ) The following is the example of I-94
So, Once you have all the above things consult the Advisor( Your Advisor Name will be given in 2nd Coloumn of Your I-20 ) who will be mentioned on the I-20 of the university which you got VISA for.check below image

ask him/her that you are already in the US and interested to transfer to other university. attach all the above mentioned documents and send here. she/he will give you Transfer OUT form from that university fill it and attach also. that's all your process will be done in a day or two ! if they have particular website to upload all those immigration documents upload them there and your transfer will be done in a couple of working days !! (REMEMBER that YOU don't need to PAY ANYTHING !! IF the UNIVERSITY which you are TRANSFERING OUT ASK YOU MONEY then YOU CAN REPORT to this website of US Customs and IMMIGRATION ENFORCMENT: https://www.fmjfee.com/i901fee/students/student/contactUs.htm ) saying that they are asking money and give all the details. THEY SHOULD TRANSFER YOUR SEVIS FOR FREE !!! THAT IS THE RULE KEPT BY the US IMMAGRATION DEPARTMENT)
* Make sure they will accept transfer of credits for the courses which you have already made in the present college.
* If you are done with above two and got admission then follow the same procedure as Case I and it is a MUST TO be in Touch with your Desired University DEPARTMENT HEAD because, he/she has whole authority on your application and decisions made on your application.

1. Do I have to attend VISA Again for the New University ? i got admission from the university which i intend to enroll after clearing VISA for another university.?
Ans . Case 1 is what you need to do !
2. Is Transferring to another University a BIG Deal ? i head that it is very difficult?
Ans. Transferring To University which you desire is a RIGHT For the Immigration Applicant and as you can see that the process is just uploading the immigration documents it is easy !!!! check case 1 or 2 which ever is applicable to you !.
3. I have Transferred to a University , how can i Transfer back to the same University which i previously enrolled??
Ans. You will need to follow the same procedure . check the Cases above and proceed which ever is applicable to You !.

CASE II :
Transferring to another university after you complete some semesters in a particular college.
* First thing you need to do is to check the Deadline for the Transfer applicants in ur desired university and apply for it .* Make sure they will accept transfer of credits for the courses which you have already made in the present college.
* If you are done with above two and got admission then follow the same procedure as Case I and it is a MUST TO be in Touch with your Desired University DEPARTMENT HEAD because, he/she has whole authority on your application and decisions made on your application.

Letter Of Recommendation Patterns ( LOR ) !!
Usually you will need to send the LOR instead of your Professor or your Lecturer , so, put Yourself in to that position and write accordingly. it is up to you to send the same format to every university you are applying to. Choose one of the following format which suits you. :)

January 17, 2007 It is a true pleasure for me to write this letter of recommendation for Sandra Garcia, who was my student in Sociology 115, “Introduction to Sociology,” in the winter term of 2006. Sandra is, without question, one of the four or five most outstanding students I have taught at Big State University in six semesters of teaching.
Sandra is a careful and creative thinker with an eye for details and a devotion to logic, which serves her well both in the sciences and outside them. She has the terrific ability to draw on her own experience and observations to develop thoughtful opinions on a variety of issues. Sandra already knew she wanted to major in biology when she took my course, but this did not diminish her intellectual curiosity about the topics we covered in introductory sociology. Her regular contributions to full-class discussions provided insight both for her peers and for me as an instructor. Sandra was also invaluable in small-group interaction with her peers. without my asking, she look on the responsibility of helping her classmates consolidate vast amounts of information into cohere em sets of ideas, and she quickly became a study group leader. in addition, Sandra was very generous with her time and energies. I remember her meeting individually with a student from Thailand several times before the final exam to help him master all the material in a foreign tongue.
Sandra breaks the "scientist " stereotype with her writing: she was the best writer in the two sections I taught that semester. And what was perhaps even more impressive was that she took the task of improving her writing as or more seriously than any other student in the class. One of her essays was later published in the annual magazine of the best undergraduate essays written in sociology.
Sandra is not only an excellent student, but she is also personally delightful. She is as comfortable with herself as she is engaging, pleasant, and humorous. As I got to know Sandra over the semester, I became only more impressed by the wide range of her abilities and by her modesty about them. She is an accomplished musician and scientist, both of which she does with a passion rare in undergraduates.
I wholeheartedly recommend Sandra as a prospective medical school student. In fact, I can think of few students whom I would recommend as highly. She will add a great deal to any incoming medical school class. I can also envision Sandra as a highly competent and caring doctor someday, which I say as a high compliment indeed. I am pleased to recommend Natasha Kincaid for admission to the Teacher Education Program. Natasha was my student in Biology 210 (Cell Biology), and she proved to be a model student. She is extremely conscientious about her work and about attending class and lab. Because of her hard work, she consistently scored in the top ten percent on all the exams and problem sets. Her work demonstrates an attention to detail and an ability to integrate mater iial to create larger frameworks for discussion.
Natasha made intelligent and insightful contributions during full- class discussion, but it was in lab that her enthusiasm and teaching abilities shone. After the first week, she became the leader of her lab group, and I would often see her patiently explaining a procedure or a concept to her lab mates (and often those in the neighboring lab group as well!). She took the initiative to organize and lead class reviews before the exams, and other students told me afterwards how helpful these sessions were.

30 June 2007 I am pleased to write a letter of recommendation for George Gump as part of his application to dentistry school. As George's instructor for Math 235 (Set Theory), I found him to be a conscientious and hardworking student. if you are an avid reader then its very easy to move on with this. !! Friendly

question formats and tips in answering each module . be it RC's TC's SE's .
this book is perfect for Verbal !! ..
3. ETS Official Guide ! This is Perfect for Math and Analytical Writing ! This is just
enough to crack GRE Math to 100th %tile ! for sure ! But you need to be through
with each and every step u do. Math is really easy ( 10th standard level) . but
u should make the solution as simple as possible ! GRE Math is just a
comprehensive test so, they frame questions in a tricky way ! try to find that
trick. do not do much calculations. if you are doing then you are doing it in a
long way ! There's always shortcut for each and every single problem in GRE Math
! Find that way. and i am sure GRE Official guide is enough for that ! try to
solve all problems in TIMELY Mannar ! Yeah Time is very important ( you should
practice in certain time limit especially when you write mock-tests or be it a
practice ) .
